I wouldn't follow the example set by the USA though. That doesn't seem to be working too well.

There are so many elements.Government should spent more on education. Education will change a person from stone age. Strengthen the Judiciary. Speedy trials will give worries to criminals. Whether Minister or a citizen should be treated at par in judiciary. Bring strong laws concerning weapons. No one should be given easy hand to hold weapons other than army and police. Police should be empowered and brought under President. At least some wing which can function independently.
The history of Bihar U.P is an example. Police and Judge should be appointed only on merrit basis not on quota system. We, in India need to focus on changing lot of basic things which will give certainly a result. Educate all that will give a good result.

Only a long term approach is advisable; Remove the root cause by attempting to eliminate the sense of alienation from society for any group. At first we want to make central level anti terrorist police force. That force have highest payment in India. Having all good qualitis of humanbeing. Like swami vivekanand, swami Ramdas.
