If it's you that the police is signalling to slow down and stop...of course you have to...if it's the ambulance....make way for the ambulance for life's sake...by staying at the side...you'll have a double ticket/fine if you don't.

If you truly don't believe it's a police officer, or deputy or trooper, call 911 and ask... I would also make sure to slow way down and maybe put your hazard lights on so we know you're not just trying to run, or hiding dope, guns, etc.
But, I would call dispatch in a hurry because the longer you take to stop, the more suspicious the officer behind you is. I would be watching to see if anything was thrown out the window while you were failing to yield to my emergency vehicle.
If for some reason you can't get dispatch on the phone, you are in a bad position as you continue motoring down the road.
A lot of officers are going to be thinking everything except "they are obviously not thinking I'm a legitimate cop, let's follow them for a couple of miles and just see where we end up."
I have had people barely crack their window when I stopped them, and I thought, "man, I obviously have a gun here, if I'm not a cop, why wouldn't I break their window or shoot them?"
I guess what I'm telling you is, you are kind of between a rock and a hard place, just like the officer who is wondering why you don't pull over.
You would be best off stopping as soon as possible, if you like in a well lit place, but my deputy brothers don't always have lots of lighting in rural areas.
If you steadfastly refuse to pull over, you better have a recent rash of false impersonation cases you can prove when your fail to yield to emergency vehicle ticket goes to trial when you get wrote (and hopefully not taken to jail. It is a felony in some states if you commit traffic violations while refusing to pull over, called "attempting to evade and elude police."

you do not need to stop. just slow down and wait until you be ordered to stop for checkup. If you are not a suspicious person the police may let you go

You should always pull over and give an emergency vehicle the right of way.

Go to a well lit public place and pulll off and explain why no pull off earlier (make sure it is close).

yes it is in fact you can stop and not exit the car and ask that you be followed to nearest police station before exiting. they may overule this if they think you are drunk

It's ok to turn on your flashers and drive very slowly to a lit, public place.

if they signal for u to stop and u dont it is failing to stop if they r passing they will make it look quite clear
