My mom doesn't work and she lives with me. I pay for all the bills. Can I claim my mom as a dependent?

Short and sweet,

You can as long as:
1) Your mom's gross income is less than $3,300.
2) You provide more than half of you mom's toal support for the year.
3) You or your spouse is not a dependant.
4) Your mom and her spouse have no tax liability; a tax refund is okay.
5) Your mom is a US citizen.

All 5 of these must be met to claim her as a dependent. There are exceptions for numbers 1 and 2.

Yes, you can claim her as your dependant. And you may be able to file as Head of Household as well. Check the IRS website and grab a copy of Publication 501, it will explain it all.
