This is due to the differing age of the hair and how much processing it has had done to it, whether it has been coloured the same colour or different colours. Hair can only take so much stress and product on it.
In the first instance I would go to a really good hairdresser for a consultation, then think about what they have advised before making any decision. If unsure see another hairdresser to see if they give the same or similar advice.
Too often we just go with the advice without recognising that we may not like what has been done when we get home.
A friend of mine had similar problems and had to have her hair cut as it was just too over processed.

You need a deposit only color. It is a low peroxide color that deposits, it does not lighten the hair.
Usually, hair that is over processed has the opposite problem, it sucks in too much color.
Please go to a salon and have a consult. The problem may surprise you and there is probably a good solution.
Also, if your hair goes to your waist, cut 10 inches off, at least.

Go to a stylist, if that doesnt help use a color rinse on the already treated part and a permanent color on your roots. You may have to cut your hair tough.

I suggest you use Paul Mitchell's shampoo and conditioner for dry, over processed hair. Supplement with the hair serum made for dry, unruly hair. I use it and I've highlighted my hair for about 15 years. It helps in replenishing dry hair resulting with manageable and silky hair.
