It means that two people are seeing each other, or dating. The level or the relationship is the thing that people generally don't agree with.
A relationship is always something between two people. It dosn't have to mean dating, for example, how would you describe your relationship with a parent, sibling or friend? It's a word to describe an acquaintance.
Usually though, when people say it they're talking boyfriend/girlfriend, though, as I said, many would disagree on the amount of commitment implied by the word.

Men and women define it differently. The living circumstances of people make it almost impossible to define the word "relationship" in such a generic way that people would accept it.

A relationship can be a friendship, a romance, a state of being involving another. Depends on who says it and who they say it about. Usually, it's the couple thing.

a connection with someone or something i have a relationship with my mom a realationship with my friends i'm a relationship with my sister i'm in arelationship with my computer i like to think because it keeps me connected . i'm in a relationship with my enemys thats a real special connection . i could possibly have a relationship with a boy but i don't or it could be a girl if i was bi or lesbian though i'm not but that relationship you should really only have with one person becasue thats what makes it special . you are in a relationship with anyone your connected to but ussaly its someone your connected to and you love and love is unconditional . i wonder if that means i have unconditional love for my computer na i''ll get mad when it breaks

It does have a variety of meanings, it just depends on the context of the sentence it is used in. Could be something completely platonic, or could be more, it could even just be a linking of two items.

on 'singles and dating' it most likely means a frequent ongoing communication of multifple levels with another person
