i guess u should never miss such signals. this shows either the guy is not sure abt taking responsibility of relationship with u or he wants to know more abt u. but in that case u should not let him cross his limits since u r not sure what is he doing. u can give a signal to him that u dont like his behaviour. if he then comes ahead confidently then that means he wants u or else if he takes a step back then u can get the meaning that he is justplaying around

I think you should tell him that you would like to actually have a relationship and not just talk about having one. but say it nicely and in your own words. or you could initiate the next step by saying that your either going to be a couple or not no head games.
