You need to get a social security number to have credit. That doesn't mean to go out and make one up or steal one, either. It means that you have to become a US citizen to have a credit report and build credit history.
I can't believe the number of people who call and want their old credit history (with their stolen or made-up ssn) added onto their new credit history, now that they have a SSN. Just in case anyone thinks it will work - it won't.

If you are a legal resident you should have a social security number. If you are not you cannot build a credit history. If you want to stay in this country and live as a true American become a legal resident and obtain a social security number.

As long as there is a balance it will not come off. The agency is probably charging you add'l interest monthly until it id paid in full. If you are employed, perhaps you should borrow from your family and pay them back over time.
