What do you mean when you say 'puts Iraqis in the lead'? Iraq belongs to the Iraqis and it is they who should be leading there, not America.
As for this being the first time America has surrendered the lead to another nation in war, you seem to have forgotten about the Vietnam War. The U.S. essentially surrendered South Vietnam to enemy forces in April of 1975, I believe. Vietnam was another bogus conflict which was unnecessarily escalated and prolonged by lying government officials i.e. Lyndon Johnson, Richard Nixon, Robert McNamara, Henry Kissinger and others. Robert McNamara has written a book in which he essentially admits that the Vietnam conflict was predicated on lies and deceptions. But, that's not really surprising, because American politicians are nothing if not consummate liars and actors.

America has not failed, American troops are still doing most of the work and Iraq is not ready to take charge yet. The people who are against the President's plan are the one's who want America to surrender and give complete control to the Iraqi people.

America has not failed. Maybe he is using an old bible proverb. Do not give a man a fish but teach him how to fish. If you give him a fish it will satisfy for one meal. If you teach him how to fish he will be able to feed himself forever.
Don't keep fighting the war for them. Teach them how to fight and let them start fighting for themselves. We can not stay in Iraq forever they need to start doing it.
