Troop is sort of a catch-all term for a member of the armed forces. When they say that they are sending troops, it means a mix of individuals. 20,000 troops will probably be a mix of Marines and Army, as well as aviation squadrons from the Air Force, ships or SeaBee units from the Navy. Troop basically means that it is a non specific group of service personell.

Back in the day, a Troop was also a Cavalry unit designation. Consider it as a company of men, (about 120). Several troops would make up a squadron, (same breakdown as an infantry unit, but instead of battalions, they were called squadrons

A troop refers back to the days of horse soldiering and the 1st Cavalry, while in Korea, still used the term! I used to have the 7th Cav, Custer's old outfit "Gary Owen", next to us on the same mountain not far from the DMZ!

It usually refers to a regiment, but it can refer to as low as a squad!

Today it is just a saying, it has no significance in numbers as that now is a slang term, though there were "Troop" ships!

I served in Alpha Troop 1/3 Armored Cavalry Regiment. We had 4 platoons and a headquarters platoon. 100-140 men I didn't count them. When they say 21,500 troops they mean individual soldiers.

I hazard to think, your wondering how many soldiers are going to be sent to Iraq during the surge, after they said they were gonna send 21,000 troops. In that usage, a troop is a single Army soldier or a single Marine.
