Go to a driving school (actually they come to you with the car and teach you in a nearby neighborhood). There should be some near you.
Driving schools usually provide their vehicles for the test. It's in the contract.

Send in the paper work from your permit to you Department of Motor Vehicles, and they will register you for the test, probably for at some municipal location like a police station for a couple months from when you send in for it. You will need to use your own vehicle; they get in and ride with you and tell you what to do and you just do your best to do it to their expectations.

You don't need a permit, and you dont need to take a driving class. All you do is take the written test at the DMV, and if you pass than you get your license.
