To live on the earth he created, it would have been an awful waste of space, had the earth been uninhabited. Also, He wanted to created people in His image to love and serve Him. Plus He wanted to have someone to offer Eternal Life to, so they could spend eternity with He and His Angels.

Because there was a rebellion in heaven. Genesis chapter 6 verse 6 is one. The devil was the beginning of it. God decided to have us be born of woman where we would forget having been in heaven. It is now up to us to read his word and try to do as good as we can to be rewarded back into heaven with him.
