Depends on why your getting baptized? If your doing it to be seen by your religious friends, then you should be baptized by the minister and your friends in that religion so they will accept you. But if you are doing it for the Bible and God then it really doesn't matter because none of the apostles were ministers of any accepted religion in their days and they did it. They were also ignorant and unlearned men, which ministers are normally trained in Religion.
Matthew 11:25 At that time Jesus said, "I praise you, Father, Lord of heaven and earth, because you have hidden these things from the wise and learned, and revealed them to little children.
John 3 : 22 After these things came Jesus and his disciples into the land of Judaea; and there he tarried with them, and baptized. John 4:1 When therefore the Lord knew how the Pharisees had heard that Jesus made and baptized more disciples than John,
2 (Though Jesus himself baptized not, but his disciples,)
3 He left Judaea, and departed again into Galilee.
Also Phillip baptized and he was not a minister or in a church; Acts 8:35Then Philip opened his mouth, and began at the same scripture, and preached unto him Jesus.
36 And as they went on their way, they came unto a certain water: and the eunuch said, See, here is water; what doth hinder me to be baptized?
37 And Philip said, If thou believest with all thine heart, thou mayest. And he answered and said, I believe that Jesus Christ is the Son of God.
The only requirments are believing in Jesus Christ is the way of salvation by his death, repenting for your sins, and find water to be dunked into. The man or woman that does it really doesn't matter except to say proper words as Matthew 28 and Acts 2:38 teaches teaches; Matthew 28:19 Go ye therefore, and teach all nations, baptizing them in the name of the Father, and of the Son, and of the Holy Ghost:
But you must remember you cannot made a doctrine out of one scripture so you must add to this formula; Acts 2:38 Then Peter said unto them, Repent, and be baptized every one of you in the name of Jesus Christ for the remission of sins, and ye shall receive the gift of the Holy Ghost.
You must use Lord Jesus Christ name if you want the gift of the Holy Ghost.

Baptism is one of the Sacraments of the Church. Normally it is done by a Priest or Minister. However, in a extreme emergency when a person is in danger of death, it may be done by any baptized Christian. I did it once when I was with someone who was dying. You take water and pray asking the Spirit of God to come upon it, just as the priest would do. Then as best you can try to remember some of the part of the the Baptismal service and say those words. If the person is able to speak to you ask "Do you renouce Satan and all of his works? Do you seek to follow Christ?" The important thing is that you say this: "I baptize you in the name of the Father, and of the Son, and of the Holy Spirit." And touch the water to their forehead once with each name and then make the sign of the cross on their forehead and say "you are sealed as Christ's own forever". (When done correctly in church oil is used by the priest for this last part, but I used the water, since that was all that I had at the time.)

A minister is one who ministers to the spiritual needs of fellow Christians. Hence, the name minister. If you will look at the description of how individual Christians interacted with each other in the early church, you will see that they met together daily and took care of each other's needs.

Acts 2:42-45
They devoted themselves to the apostles' teaching and to the fellowship, to the breaking of bread and to prayer.

43 Everyone was filled with awe, and many wonders and miraculous signs were done by the apostles.

44 All the believers were together and had everything in common.

45 Selling their possessions and goods, they gave to anyone as he had need.
NIV

Scripturally, ALL Christians are ministers. Yes, one must be baptized by a minister. But ALL Christians are ministers so any Christian can baptize.

Well, in addition to all the posts you've received so far, it really depends on who you ask in the clergy too. In my own denomination, a minister must perform this task. However, in the church I go to, I was quite surprised to hear my pastor say that any believer can baptize.

The one who baptized Jesus was simply refered to as, "John the Baptist", leading me to believe he was merely from the Baptist sect. Not a minister. I am an ordained minister [and I don't throw the title about, as I just like to be seen as another human being, not someone who thinks they are better than anyone else. I'm not.] and I have baptized people, but I believe that all one has to be to baptize another, is to have the Holy Spirit alive and working in his or her life.

Hope this helps you honey.

You need two witness to be baptized with water. But the water must be troubled and flowing like a river, a river of living water whcih shall make you ready to recieve christ. Then you need to be baptized with fire and the Holy Ghost, again only two witnesses are required.

If you can't find someone to baptize you then you can baptize yourself, in the name of Jesus. His name is the name above all names. You are baptized for the remission of sin, to fulfill the requirement, you are able to do that even if you are alone.

It should be done by a minister, priest or deacon, but in an emergency, anyone can do it, even a non-Christian.

***My viewpoint - Baptism is symbolic of what Christ did for us- to wash/cleanse us from sin- not a necessity to be saved- but it sure does help us understand (just like communion is symbolic)
*God knows that we learn by doing- babtism is a way for us to feel and live- in a sense cleansing-
*In reality it should be a spiritual thing -
*People misunderstand God because they think with human thoughts- touch-see hear
*Spirituality is an inside thing between you and God-
the wisest men depend on empirical evidence- this is why John the Babtist was babtizing people- they needed to understand what he was saying- I guess you could say God uses manipulatives?
Does this make sense? I tried

Has to be someone who has the authority from God. You are being baptized for the remission of your sins.
