It is to show an interest in another person in a little more then a friendly manner. Smiling-winking-strutting in front of them to get them to notice you. Like"hello Darling how are you doing today" It is showing a special interest in someone.

Flirting is being overly friendly with someone. You can flirt by complimenting and teasing another person that your interested in.
