Ask the owner. That is the only legal way, unless you live in a jurisdiction that has a common sticker for registration and insurance, like Manitoba.

Ask the owner of the van or speak to the police if it was involved in an accident and you suspect that it is not insured

I'm assuming you have had a bump with this van, in which case you should be swapping insurance details.

Or..your a nosey neighbour trying to get someone into trouble as he has a van parked outside his house and your a victor meldrew.

You could drive it around Manchester (U.K) the Police have loads of ANPR vans and if its not insured they will stop you and crush the van.
