if she's having a good time and you feel that she wants you to then yes. but if things aren't gong so well and you aren't feeling the vibe then hold off. some guys that i've been with actually asked me if it was okay if they kissed me. and i liked that. it was nice and respectful.
just remember that she has feelings and use your judgement. good luck!!

I would advise against asking for permission to kiss her, just feel the moment trust me when the time comes you will know what to do.
