What is the plastic ring that goes around the lense to enhance zooming called and where can I get one? It is just a plastic ring, no lense or anything in it

I have two possible answers for you.

As iikozen says, maybe you are thinking of a lens hood. This will not "enhance zooming," though, but it will help prevent lens flare which is a shiny spot in your picture caused by the sun hitting the lens at a weird angle. It attaches at the very end of the lens. If there is one made for your lens, it generally is included in the original purchase, but you can find them by aftermarket manufacturers.

The other item also does not "enhance zooming," but it helps you get a LOT closer to something you are trying to take a picture of. Some people call that "zooming," even though it's just making a bigger image of the subeject by getting closer. It's called an extension tube. You take the lens off of the camera, attach the extension tube and then attach the lens on this tube. It shifts the point of focus so that your lens will work in a different way. This is a cheap way to turn almost any lens into a macro lens. It will be "marco-only," though, and you would not want to leave the tube in place for regular photography.
