First why does it matter that he is a year older than you...i wouldn't worry about that.
Second, give him time and don't rush into anything. It will take him time to get over his girlfriend and respect that...which it sounds like you are. :)
Just let him know how you are feeling by simply telling him, and take it from there. You can't force a relationship, but hopefully he will feel the same way.

You can start by letting him know before he is over her because usually he gets over her by meeting someone else. Wouldn't it be nice if it were you? I don't know how old you are, but usually adults don't date their friend's left overs.....but if you are young; 16 or 17ish, go for it. Let him know that you are sorry about he and his girlfriend breaking up. Offer to hang out with him to help get his mind off of her. Keep it simple at first. I am sure that he will pick up on your genuine care and concern for him. Good Luck.

well first off let him make the first move. flirt with him and stuff but like keep pushing that limit until youre made it pretty obvious tht you have feelings for him you kno? and if starts playing with youre hair, and trying really hard to make you laugh or that sorta thing, you can basically tell he lieks you too..so youre set then

I have the answer yet sorta want to keep it to myself. Perhaps, change the thinking about yourself from "i" to "I", then he may want to ask you to go out. Who wants to date a person who has a low self esteem of them selves.

Many girls just telling me 'very simply' they like to go out with me ... but many times I have rejected.
SO, be ready if he say no. I particular when he is not in a good mood.

Be his friend first. If it is meant to be, he will see how caring you are. If not, then, he's not interested and there's nothing you can do. Just being his friend is the best you can do.

Just put your self out there socially.
Be everywhere. If he likes you he likes you.
All you can do is be yourself and if he can't except that then you don't want him
