Off the top of my head, I would say that as long as you don't operate them on the roadways, you're ok. In my state, you can install whatever color lights you want, but you can't operate them on the road.
Check with your local State Police headquarters to get the law for your state.

Strobe flashers are legal for use in emergency sitations only when the vehicle is parked. Any red lights at all are illegal if they can be seen from the front of the vehicle.. My work involve some hauling of very large equipment and machines. I have a strobe flasher on my truck for use as an oversized load escort vehicle. It is hooked to the headlight system so my headlights have strobe action. If you're looking for this type of equipment check out http://www.galls.com they have them starting about $30.00. It would be a good idea to check local and state laws in your area. I can only speak from experience in Texas and New Mexico.

In some states if you are observed with any other color than amber or white to the forward is a ticket-able offense. Also in a few states they have the authority to seize the vehicle. So check with your State Troopers who will provide you with the answer you need.

Unless your a member of a volunteer fire/rescue unit i would advise against it. You could be charged for impersonating an officer.

They are probably legal if you are a member of a fire department, but they would have to be disabled in normal nitetime driving.

In most states it is legal for you to have them and own them, even install them. What becomes illegal is when you use them on a publicly used roadway.
