Well, most people pay some kind of taxes, if you include such things as gasoline tax, sales tax.....

If you're talking about income tax, no. People who don't have income don't pay income tax. Also, low income people, and some middle income people with significant exemptions or deductions, don't owe any income tax.

Other than those groups, people with income do pay taxes. The AMT has pretty much shut down the ability of the small number of high-income people who used to avoid taxes being able to continue to do so.

One thing is certain in the US, death and taxes. Yes everyone has to pay taxes (sale, income, property or death). The only instances you don't pay taxes are if a Social Security check is your only source of income. Even a 6 year old who earns $50 in (with pay stubs) pays taxes.
