Use or make a loft bed and create another living space underneath it and make the under area into a computer nook,r reading room, art area etc.
OR, how about a murphey bed that folds up against the wall? Then you could create the space into a den type feel.
Or, how about a day bed disquised as a couch for friends?
Next, I would paint her closet door with the new magnetic paint that will allow her to use the door as a magnet board--lots of fun.
Another fun one for this age is to get from Home Depot an 8x4 piece of "backsplash board" that is really dry erase board for about $13. Cut circles, squares or triangle shapes out (6-10 inches) and apply velcro to the back. Attatch them to the wall with matching velcro in cool patterns and she now has a "graffiti" or autograph wall for her friends to sign and leave their thoughts on. Its ideal since she can erase those she doesn't want and it leaves nothing permanent on the walls.
Paint one wall with stripes to make the room feel larger. Using lighter hues of paint will also help with this.
Finally, Visit the IKEA website or stores since they cater specifically to decorating small spaces on budgets.
Let her help define her space and keep the price reasonable because in a few years she'll want to update it most likely.

I would suggest trying to find furniture that can have multiple uses. When I was living at home my room was even smaller. I had a cool loft bed that had a dresser, desk and a storage cupboard built in when I was younger and then I got a futon when I was older. Although the futon didn't offer the storage I liked it because it acted like a sofa for when I had friends over (and extra floor space) and then at night I could fold it down and still have a double bed in a small room.
Organization is the key to any small room. Have your daughter help you in this process so she has a sense of ownership, let her choose colors (even if you do not like them) and get a great closet organizer.

I agree with the last answer somewhat. A loft bed is a great space maximizer. If he/she has a desk, stick it beneath the bed. Try using those arrangeable wire storage cubes, also. I have a TEENY room at school AND at home. I have literally just enough room to walk through the middle. At home, I have my computer set up on my dresser and just stretch the keyboard over to my bed to use it. I don't have a loft bed, so I use the space under my bed to store shoes, books, cosmetics, and such in thin plastic storage cases. I use bigger blankets so that the boxes under my bed remain hidden. My extra shoes are in a hanging shoe rack that I got at Wal-Mart...it either hangs on the back of my door or in my closet. If your child has a TV, try using one of the dressers or other pieces of furniture to hold it rather than buying a TV stand. My best suggestion is try and double the use of every NECESSARY piece of furniture. If you have a closet, use the floor as well as any shelves or racks.

get her a loft-type bed--sort of like a bunk bed with nothing underneath it. then under it you can put a desk or small couch for hanging out. lots of college kids do that since they're forced to live in closets. if you can't get a new bed, try raising the bed up a few feet with cinderblocks, then you'll have tons of storage underneath.
