You could pay for a teen summer adventure like this: http://www.wildernessventures.com/summer_programs/trip.php?id=23&cat_id=1
Or you could join the Boy Scouts high adventure group:

Or if you're disadvantaged you could maybe get involved with the Sierra Club Inner City youth trips: http://ico.sierraclub.org/sfbaychapter/
But I suggest you check your library for books on backpacking and check out this website http://www.backpackinglight.com/ start planning, make a list, and then buying and/or making your own gear, find friends or families who already go backpacking and are willing to take you along, and you're probably old enough to go day hiking alone around the bay. You could also start reading and learning on your own: orienteering, first aid, botany, geology, wilderness survival, check out trail guide books at the library, look at maps and plan where you might want to go.

Not sure.. Check with the YMCA's in your area.. East Bay Regional Parks might have something on the subject too. Great hiking trails in Sonoma, Marin and Contra Costa Co. I've hiked all three areas. Good luck!
