Six months ago I told a man I really like that I wasn't ready to date, in the meantime, I started wanting to see him.

He works with me but lives out of State. Recently he told me he was coming to my city for work next month.

A week later I told him I was traveling for work to his city the end of this month. I asked him if he was going to be in town and he said yes, maybe I'll see you.

A week later he tells me he is going to one of our work sites in another State. He says "you are coming down, right?" I asked "do you want me to come"? He said yes but then said you can visit your family when you are here.

Then I ask him if he wants to go out with us for dinner when we get to his city. He said yes, he was busy at work during the day but his evenings should be free.

Should I be encouraged that he might still interested?

Yes you should, but you almost blew this one when you told him you weren't "ready" to date. In my book that means you aren't interested, "EVER". If that was said to me, I wouldn't ever ask you out again, I would leave it up to you to ask me out. So if you really want to date him now, you better be ready to take the bull by the horns and tell him you are interested now. I'm positive his replies are left open to speculation on purpose, since you rejected him once already, he wants to avoid the embarrassment of it happening again and is keeping his cards close to his vest. Ask him out, us guys love that.

99% he still likes you, guys don't put in the effort to go to dinner with someone they have no feelings at all for. If you still like him, go ahead and try a move. =)
