I've been honest with all three of my kids about menstruation from the very beginning. My son will be 8 next month and he knows what they are for if he sees them. Be honest with your kid. He can handle it. Use simple, honest language, something like, "If mommy's body doesn't make a baby, then it cleans itself out each month. This is a tampon and it's something women use to help keep their body's clean." It's really no big deal.
ETA:
Agree with Philips G! It also makes me nuts if people aren't honest about this kind of stuff and also make up "cutesy" names for body parts.

At 8 years old I used to use the plastic wrapping from tampons as cups for my Barbie dolls, I was fairly well educated on anatomy and knew they had something to do with mummy but did not know specifics and as a child I didn't even think about it. Children are not totally clueless, but at the same time you have to remember that they are innocent and so approach these things with the same innocence, it's probably best he just knows about male anatomy for now so to go into female anatomy might be a bit much for him.
He probably does not know what they are or have any thoughts on asking what they are, just remove them from him and if you find him with them again then address him about them. My recommendation is just to refer to them as 'mummy's things', don't try to associated them with being 'for adults' as then he may associate them with sex, children can find that traumatic or embarrassing – depending on how you have raised him thus far. Just make sure he realises they are not toys and they are your personal things, so not for him to play with. If he asks what they are tell him they are things older girls and women use and you'll explain it to him when he is older.

Yes, put them up on a shelf, take them and tell them these are moms personal stuff, like inside my purse and not to be touched... just be consistent, this will not be the first nor the last thing that he is in.

God, i hope you take this in stride. I cannot STAND people who make a big deal out of the genitals and make kids feel bad about them or think they're dirty.
Explain to him what they are for, what they do and why you must use them. Explain to him they are for mommy and you'd apprecaite it if he didn't touch them again. Always remind him that he can come to you for anything, any question he has. It's of utmost importance that even if you know he won't talk to you about super embarrassing stuff (masturbation and stuff) that if he's really frightened and confused he CAN come to you without fear of scorn or punishment.

When my son was little he found mine but thought they were some sort of rockets that he was shooting off in the front yard.LOL. I simply told him they were for girls only. At that age he wanted nothing to do with girls or girls stuff.

Tell him they are yours and not something to be played with that's all but don't think anything is wrong with him, think of them from a little boys point of view, cool toy, they have no idea

I'd tell him tampons are for mom and not for little boys. When you get older you'll understand why.

Tell him the truth, tell him that he doesn't need tampons, then take them away from him and lock them up in your bedroom.

sounds like he was curious. Maybe thought it was some kind of q-tip or maybe he thought he could make something out of it. Or thought it was candy.
Just tell him those are mommies personal stuff, only for girls and to please not play with it.
