Answer is NO... California has changed how and when you get your Lic. FROM your permit and you have more reg's (rules) til your 18th brithday.

Other states have had other changes.

I don't know other Country's..... Laws...

Check with your Local DMV or DPS office ask the people that inforce the laws for the best answer...
