Call the police. They should be able to come out and capture the dog. Either that, or they will call the dog catcher and speed up the process. If your dogs are barking all night, bring them in. I'm sure the other neighbors aren't appreciating that all too much either.

Call Animal Control at the Police Station and tell them there is an aggressive dog in your yard that you cant get out. Tell them you'll be waiting for them and they show.

I had a similar problem as you. See my neighbors dog went into heat, which brought in an intact choclate lab around my house and the neighbors. The first couple of days we ignored him and he ignored us. I have an electronic barrier for my dogs, so we don't have a fence. Later, as his frustration grew about not being able to get into the neighbors yard to the female who was in heat, he became more and more aggressive. One night I let my dogs out to go pee, and watched my Neutered Boxer go the the edge of his barrier to relieve him self, suddenly I saw this dark figure shoot across my yard and barrel into him fliping him over while he was still peeing. This dog visously attacked my boxer, who was just trying to get back to me and the house for safety. I ran over to see what was really going on, and the dog lunged at me, then returned to my boxer. No enraged that a strange dog come into my yard attack my dog, and then me, I grabbed my broom and beat the s*#! out of it, and down the street. I have a 1 year old child and if I had brought her in the day to play and this dog decided to take out his frustration on my child, in my own yard, I would have snapped its neck myself. I was so mad, and now I have a bloody boxer dripping all over my floors and rug, I called the Animal control, they first said they couldn't do anything about it because he had attacked my dog and didn't bite me! That certainly wasn't good enough so I called the police and talked to the supervisor and filled him in. In about 10 minutes I had a cop at my house taking a statement, and Animal Control rounding up the frustrated dog. Later I was informed of the owners address, and I had a choice to sue the owner of the loose dog (leash law here in TN) or have them settle like and pay for my dogs vet bill.
My point is sometimes Animal Control is a little lazy and it shouldn't take some one getting physically hurt in their own property before they get off their butt and do their job.

first have your dog's neutered. and bring them inside for the night, and hopefully you can have some sleep. the reason this dog is running around is because sounds like their owner did not have him neutered. if you don't want the same for your dogs have them neutered. and keep calling the police and make them loose sleep at their desk and someone will eventually come out. i'd call every hour on the hour. but expect some parking tickets out of it.

Simple................BRING YOUR DOGS INSIDE AT NITE. If you call the pound they will kill that dog. Its not the dogs fault////its the G/D owner....why does the dog have to die because of a crappy owner. And as far as tieing him to a tree.........thats terrible of you. Also don't drug dogs.....that is also a terrible thing to do. Take proper care of YOUR dogs and the problem will relieve itself. Be a responsible pet owner.

you could try to get a humane trap from an animal shelter. or you could take a picture and put up posters, looking for the owner.

or you could put food out and see if he comes around.

or bring your dogs in at night.

Buy some hamburger meat, or other inexpensive raw meat and insert 2-3 benadryl tablets, or can be store brand antihistamine. It won't hurt the dogs, I've had to give it to my Shepard for allergies, but it'll knock 'em out awhile for you to sleep :)
