That, my friend, is a papillion (pronounced PAP-ee-yon, I believe it is French). They are gentle and affectionate, but also lively and charming. They can be a bit possessive, but other then housebreaking, they're fairly easy to train. Can be dog-agressive, but in general get along with cats. Some can be nervous, high strung, and timid (usually a result of poor breeding). One of the few small dogs that don't classify as 'yappers'.

The picture I saw when I clicked on the link is a papillion, which is French for "butterfly" because of it's large ears. It is a toy breed, smart, and very active.
