Can anyone recommend me a good starter kit for an HO scale railroad layout with a moderate price? Thanks

If your modelling European Outline, then try on of Fleischmann's starter sets, which are based around a handheld controller.
If your in the US, then try looking at the NMRA's website, as these set the standard for DCC all over the world.

Beginners to advanced are well accomodated. You will find, outside of sale items, discount trains will have the best prices, but walthers will have more selection. Good luck and have fun.
