As someone who holds a security clearance in the US the answer is a pretty definite no...sorry to crush your dreams, I wanted to fly fighter planes, but I am colorblind (sometimes you need to modify your dreams) If you still want to work for the US government, you can enlist or comission in the military and eventually become a US citizen. I work with tons of Phillippino military members who have done just that!

Yes .There are many people here that have emigrated to the US and become Police ,CIA ,FBI,But if you wish to work for a US agency or police department ,you must go to school first.BUT is you wish,you can work under cover with out schooling.But you have to be very careful not to get caught.You'll make more money this way.

Get a degree and become a US citizen. Learn a foreign language, and stay out of trouble.
It's not easy, and it SURE is not like it is in the movies, but possible.

The FBI and CIA only accept applicants who are US citizens, so it´s highly unlikely that you´d be able to work for them. Unless, of course, they use local resources when working abroad.
