Interrupting; in my opinion, if someone is interrupting you, they deserve to be ignored.

That is a good question, I deal with this very day at work. I work in the ER and find it very rude for someone to interrupt you when they can clearly see that you are trying to help someone else. I don't think it's rude to ignor the people interrupting because they weren't first in line and can wait to be talked with by that person.

Its more rude to interrupt someone who is talking and irritating when ignoring the one who is trying to interrupt you

Interrupting is rude but if the person talking goes on and on when they see I have something to say I just tune them out and move on.

It all depends on the circumstances. If the person interrupting you is trying to let you know that someone is vandalizing your car, it would be rude of you to ignore his attempt to bring it to your attention.
