Everyone on here is talking "emergency" and cancer. Don't let them freak you out! Yes, your sister should go to the doctor to find out what's wrong.
But she will likely learn that she is constipated and possibly has hemmroids (internal or external) that come from the strain of said constipation. Sometimes they cause a lot of blood, enough to scare someone half to death.
The first thing I recommend is the doctor, it's always a good idea with unknown causes of bleeding.
As for what she can do now (since it's a weekend) is drink as much water as she can stand. If it's possible, go to a pharmacy and get stool softeners, such as Colace or the generic equivalent. They will draw that extra fluid into the bowels and make it easier for her to go. Stimulant laxitives should be avoided until she's spoken to a doctor and knows it's nothing serious.
Also, she should try to get out and walk, because exercise helps to aid the process as well. But the water is a must!
I'm a cancer patient and a lot of our chemo and pain meds cause these same problems, so I've learned how to deal with them.

Tell your sister to go to the doctor as soon as possible. This is not normal. It could be an infection of some sort and needs to be treated immediately or it could be more serious. She could have a blockage somewhere. There's too many possibilities here and she needs to be checked. Go with her and offer her your support. Good luck!

Go to the nearest grocery store immediately and buy Castrol Oil. Give her about 1 Tablespoon. You can most likely find it in the baking section but I'm not sure because i haven't bought any in a couple years. If that doesn't work she most likely has a hemorrhoid and should be rushed to the hospital ASAP.

Bright blood usually means it is from near the anus (such as a haemeroid). Her constipation problems need to be addressed though. She needs to see a doctor.

She must see someone right away. That is not normal and anytime you have blood like that, it must be taken seriously. Get her to a doctor at once.
