It's usually at 6 months, and though it is rare it CAN happen at 3 months old.

At ten months they can get in heat but most of the time it will take at least a year until there interested in other cats.

It's like with any animal, after their body is mature-- usually after their first menstral cycle, or, "heat."
I had a kitten that was pregnant at six months. HOWEVER, because she was so small and still growing herself, she had complications and her kittens did not make it. I would not recommend breeding until your girl is mature, if that's even what you're planning.

My cats have always started their first heat at about six months.
