If your puppy is still only four months old you should probably wait until he's about a year old before getting another one. If you have two that are too close to the same age with that big of a size difference you will probably end up with dominance problems. If you wait until your current puppy is older he will be able to keep his status even though the other puppy will be bigger. As for what sex your puppies are, it really doesn't matter what they are they will play together and bond the same. (Make sure you get both your dogs spayed and or neutered, if you have a male and female you will have puppies, and two un neutered males are more prone to fighting.) Even if you are in an apartment energy level shouldn't be too much of a problem as long as you can make sure both dogs get more than enough attention exercise and most important of all training. Remember puppies are hard work and are a lifetime commitment. Make sure you have plenty of time for a second dog before you make the decision to purchase one. It's not fair to the other dog to go from time to less time because of another dog.

If the other dog you're planning on purchasing is another male,unless both are puppies and will grow up together,males seem to be in conflict if placed together after a certain age.Regardless of what breed you decide upon,it should be around the same size as your Shih Tzu and not a large type pet.

You want to put a terrier of any time in an apartment?! BAD IDEA THESE ARE HIGH ENERGY HUNTING DOGS THAT NEED MANY HOURS OF EXERCISE A DAY!
Any set of properly socialized dogs or puppies will get along.
Try a Newfoundland (big but low energy), mastiff, Tchin, K C spaniel, Bichon (frisee or maltese), Llaso Apso, pekingese... or a rescued from racing greyhound.
I have a mini shih tzu and a husky x eurasier, they play all day and completely love each other. Its the oddest match, but it is made in heaven. Other then my big dog my mini's best friends are an italien grey hound and a rottie.
I don't know who just told you that Shih Tzu's were lap dogs, they completely are not. They are the guard dogs to the Emperors Throne Room... Check your breed history, dude!

First, you need to get your male shih tzu housebroken, or your next dog will pee and poo all over your house too. Dogs normally pick up other dogs bad behavior, not the other way around. Then, pick out a dog about the same size as the one you have now so that when they rough house, the playing is fair.
Go to a shelter and find a dog you like, then take your shih tzu to meet the dog. That way you will know ahead of time if your dog gets along with the one you like. Most shelters will agree to this, and even advise this.

Another Shih-Tzu would be best. I used to breed Shih-Tzus. You'll always have the option of breeding them, although if they're sort of raised together they may not breed.
A maltese would work well. Both breeds of dogs were bred to be lap dogs or companion dogs. We currently have a Maltese. Shih-Tzus shed.....we picked hair out of our stuff after we had moved two places AFTER we no longer had them. But Maltese don't shed, they're like even better than Shih-Tzus. That's what we currently have is a Maltese.

My golden retrievers ended up living with a shih tzu for 6 months and they did fine, which tells you that lots of breeds can coexist. But I recommend getting your 4 month housebroken and his basic puppy training done and rock solid before adding another puppy to the house. The little ones learn from the big ones and if the big one has bad habits, it will pass it on to the little one!
