Well if I had kids I would allow them to go sockless in the Winter time as long it is not too cold, when the temperature is below zero. THe places I would allow my kids to go sockless is at Wal-Mart, the shopping mall, a family restaurant such as Long John SIlvers, the grocery store, and at other places where you don't need to take off your shoes.
The places I will NOT allow my kids to wear their sneakers is at Chuck E Cheese, because of the indoor play park will require kids to wear socks in the fun park, (They sell them at the counter for about $2/pair) The kids must wear socks in the fun park due to health regulations. Your kid can take the socks off when he is done playing in the play park. Even if he goes bowling and he does not have is own bowling shoes he must wear socks in the alley's shoes even though they spray them after they are finished bowling.
A place that I think is a toss-up whether to wear socks or not is at a shoe store if your are buying him new shoes. IT is up to the manager if socks must be worn. BUt if your son wants to wear the sneakers with no socks that is fine, sometimes they will allow the customer to try them on without socks, and other times they will give you a sock and you must try it on with a sock. The moment you buy the shoes he can wear them as he pleases, and he can wear them without socks after he tries them on at the store. Most stores don't mind if your feet are well taken care of (I try on shoes without socks quite a bit) and not all scummy.
I would say that you can allow them to go sockless everywhere, but bring along a pair of socks if they are required.

I live in Schertz, TX and I love it! Downtown San Antonio is 15 minutes away, there are also smaller tourist towns, Like New Braunfels ( famous for Shclitterbahn water parks) Austin is an hour away! I drove up Schertz Parkway the other day and observed all the 6 year old (and up) riding their scooters, and bikes to school, and I remember thinking "Wow, it just feels safe" Schertz is a small community, with very friendly people, there are a lot of military families as well! It's pretty warm year round, it's cold in the winter, but doesn't snow!

Well I don't have kids so I can't give any direct advice but I see a lot of anti-barefoot answers again! People, there are NO rules against bare feet in stores or even restaurants, that it is unhealthy and unsanitary is nothing but a myth. Please don't get your health education from a bunch of signs on store windows, but do a bit of real research on the matter! Going barefoot is healthy and comfortable, our skin was made to keep germs out & we're far less at risk from bare feet than from hands; especially kids who still are far more likely to stick their fingers in their mouths even when they aren't eating, but also adults will far easier transfer germs to our face/mouth where they can enter our bodies from our hands than from our feet. Any time you're opening doors, holding a hand rail, using a shopping cart, pushing buttons of elevators etc, or even using money that's been through dozens of hands, you're taking more risk than I do walking barefoot everywhere. And as long as you're warmly dressed on upper body & head, it's possible to keep feet warm even in the snow... I've done that... (no, they did NOT go numb, I know the difference between numb & warm :P). Sad to see so much bias against going barefoot in the US :(
Asker, please check the first link, it's a site for parents of barefoot children! I don't think they have specific winter outings but it's still a good place to visit.

I take my kids sockless when I can but my little boy wants his socks and shoes on from the moment he gets up. My girl on the other hand loves it and any Doctor will tell you that is the best for their feet.

Home. Even during the warmer months places like Chuck E. Cheeses and McDonald's playplace expect children to have socks on for sanitary purposes. They even insist on you purchasing them from them if you don't have any available. My best advice, if your kids don't care to wear socks most of the time when you do go to these places just carry some with you to have them put on when they play.

R u crazy? With all of the snotty noses, drooling, spitting, vomiting that goes on your kids could get a serious case of impetigo. What if there were a hypodermic needle in the ballpit? While a sock would afford much protection against that it would definitely help against bacteria.

you'd want your kids to wear socks in chuck e cheese cause of all the germs in there. but to answer your question, where i live its hot all year so you can go anywhere sockless, in flip flops all year.

Most places do not serve food if you are barefoot. You let them go into public restrooms without shoes? I personally think it is unhygienic to be without shoes. I do not let my children go barefoot if they are stepping one foot out of my house. You can get them flip flops, which are fast and easy to put on. Don't their feet get cold in the winter?
