Go to the Serif website shown below and order PhotoPlus 11.0. It has a $79.99 online price, but call them at 800.557.3743 and see if they have any specials going on right now.
PhotoPlus 11.0 is just as powerful as the big names, but less than 1/4th the price. They have an awesome technical support system, and a tutorial that kicks butt.

Not sure if you are using a Mac or PC. For a PC, try the free Irfanview. To resize pictures in Irfanview, just click Image and then Resize/Resample.
