Biting your nails can be stress or nerve related. It's probably not terribly dangerous, but you run the risk of infection if you always have open skin on your fingers. Get a manicure, or some no-bite polish (they always sold it at places like Beautyco here) which tastes nasty and will help break the habit.

it is a sign of anxiety, you don't seem to mention if you want help kicking the habit.
I'll volunteer the advice anyway: don't go for the physical options ( there are things like a bitter ointment to paint your nails with...etc...) deal with the core of the problem, learn to relieve your anxiety in a better way, try yoga, meditation, sports... anything to take away the need to inflict yourself this pain and bleeding.

Yes, it's about stress.
Picking at ourselves excessively (fingers, nose, hair.....) is a form a self-abuse. For whatever reason, we don't like part of ourselves and we "attack" like this.
Before you go to sleep each night tell yourself that you are the most wonderful person in the world and you are so very glad that you are you.
In a month you will stop the self-abuse.
Works for fingernail biters, too.

IT'S JUST A BAD HABIT, I'VE GOT SOME TOO THAT I'M WORKING ON NOT DOING. TRY SOME OF THE THINGS SMOKERS DO TO QUIT, A RUBBER BAND AROUND YOUR WRIST AND SNAP WHENEVER YOU START ON YOUR FINGERS, PUTTING LOTION ON YOUR FINGERS, IT TAKES 3 WEEKS TO CHANGE, BUT I THINK SINCE WE'VE DONE THIS FOR SO LONG IT'LL TAKE US LONGER.TRY TO KEEP YOUR HANDS BUSY SO THEY DON'T START PICKING AGAIN. WISHING YOU THE BEST WITH THIS. YOU COULD ALSO TRY TO BE HYPNOTIZED.

ummmmm well put tape or if its a really bad habit rub it with garlic every 12 hours eventually your body will think its so gross that it wont want to do it anymore

He does it because of stress.

It's a mild form of obsessive compulsive disorder.
