All arrests are reported in the NCIC system and fingerprints sent to the FBI. If you were arrested you were charged. If the case was dismissed in court and you have no previous record you can file with the prosecutors office to have this arrest expunged or removed from the criminal system. This takes time - contact the prosecutors office and they can provide details to getting it off your record

If you were arrested, you were charged with the crime. Just because it never made it to court, or was dropped, does not mean that you were not charged.
If you were arrested on something criminal, it will always come up when someone runs a CCH or FBI rapsheet. It will also say whether the case was dismissed or it will say no court data available.
