Is there a free photo smart program so family pictures can be reduced in size?

I have an HP Photosmart M527 digital camera.

Picasa is wonderful! My IT guy at work showed me and it has a lot of cool features that are easy to use. And best of all--it is free!

I've found that Irfanview is the easiest for changing the size of a picture from say 8X10 to 4X6

you can use the PAINT program on ur computer ... its so easy to re-size using that !!
