Values are more of an absolute, the way it should be (stable).

Norms reflect what is actually happening in society (shifting).

For instance, a value that many hold in the US is that children should be born to two married people (a man and a woman).

Since 37% of births last year came to unwed mothers, the norm is beginning to shift to allow us to say "most babies are born to an unwed mothers", while the value, or the "should" hasn't changed (hopefully).

Another example is marriage. A value many hold is that it should last "till death do you part." Many can't sustain that value, so the norm is shifting from the value to "till it's no longer convenient".

values can be different from the the standard or the norm. for instance you live in Nazi Germany where the norm is antisemetic and ruthless devotion to a fascist govt and Adolph Hitler . A person of what our present norm considers values is not thought of as such by the norm of that time period.

Since you provided the answer the only other point to be made I guess would be the obvious one of their being spelled different.

That was simple.

Values also save you money at the Wal-Mart.

"Norms" rhymes with "Dorms", which easily flood.
