Store in airtight containers in the freezer. This prevents insects and rodents from infesting it, and keeps it from absorbing moisture and going bad. It will keep this way for YEARS. Be sure to use well sealed containers to prevent odor absorption.
If you prefer, you can use airtight containers in the refrigerator for the same reason, but this reduces the shelf life to about six months.
Keeping flour at room temperature encourages the oils in the flour to become rancid, and insects and rodents can infest it. If you do keep it at room temperature, be sure to use an airtight container and put a bayleaf in it, as this is a natural insect repellant.
Also, freezing flour for 48 hours before storage will kill any insect or weevil eggs that are in the flour when you bought it.
Baking powder should be treated the same way.
I know it wasn't in your question, but I live in Ohio, where the humidity is horrible. Here are some other storage ideas...
Transfer ALL stored sugars, flours, herbs, and such to AIRTIGHT containers. This is your first defense.
Powders can be kept in the fridge or the freezer. Granular and herbs should be kept at room temperature, in the dark, and away from any heat sources (above ovens, lights, and dishwashers, etc.)
Sugar can be kept lump-free by keeping a small piece of bread in the container. This will also soften rock hard brown sugar so it can be used again.
Put a few grains of uncooked white rice (not the minute rice) in the salt shaker to prevent lumps.

The best way to store flour and other baking goods is to put them in an air tight container and keep them in a dry area. I have put flour in the frig and that has much moisture, but then that's mostly done to keep the bugs out. They do make special containers for such purposes.
