right click on your desk top with your mouse, then go to new and then create a new shortcut..... paste this command in the command line and hit enter and you will get it back
%SystemRoot%\system32\mspaint.exe

If your Paint program was deleted check your Trash Can, or Recycle Bin (what ever it is called on your computer) on your desktop. Everything that you've deleted will be there for a period of time. If it hasn't been very long, you can still restore it.
