depending on where you are I suggest you contact Interpol / CIA / etc they have MUCH more chance of actuallyy being able to deal with a matter such as this...........after all do you really think they are even going to have a vague interest from the average person sending them an email.............
Be prepared to actuall be able to back up any allegation / accusation you make tho as they WILL be contacting you in person to make sure you are not doing this out of spite.
