What step to be taken for missing "RUN" Command?

The run command is missing in my start menu....even after reinstalling the opearting system(Windows XP SP2).Rest of the applications are working fine...

Right click on the Start button. Select properties. Click Customize button. Under Advanced Start Menu Options, there will be a series of checkboxes. One of them reads "Display Run"
