I guess because it means that the girl is relaxed with you and feels comfortable with you. It might also be an enticement to guys. Why, I haven't the slightest, but I do know that I am one of those guys turned on by a girl dangling her shoes. Anyway, I have no real definite answer for the question, and I don't think there really is a definite answer for that question.

Why could we cling our footwear or play with them to teach a guy on? once you're speaking approximately foot-against-leg rubbing, it is grose and innapropriate, and no, i don't try this.
