There's pretty much no way to without the rebooting CD..unless you clean out your computer at maybe a store that specializes in electronics, call the "Geek Squad", buy a new computer, or if your virus protecter is very good then it might be able to help clean out your computer...
Hope This Helps!!

You can try to boot up in one of the modes available, if possible, and then download an install avast anti-virus from www.avast.com and schedule a boot-time scan. This may be able to remove the virus. By the way, avast anti-virus is free for home users.

Safe mode is your best bet, than when you start it up, locate the virus causing the problem via a virus scanner and remove it UNDER THE ADMIN ACCOUNT! This means anything can be deleted, you are god of your computer in that account so be careful you don't "squish the peasants" or in English: Screw your computer up.

This is not a virus. It's the Windows Boot Menu. Choose the option titled "Normal".

Go to download.com and type in antivirus. There are tons of free antivirus programs you can download. Look at the reviews before making your selection. You should also get antispyware software. Finally, install Windows defender on the microsoft website.

Phone Microsoft and order a restore/recovery disc. Try phoning the manufacturer of your PC first. Or take it to a repair shop.$$$$$$$

Start in safe mode, then uninstall and reinstall your operating systems. You'll have to just buy a disc.

Hopefully you can get it to run in Safe Mode. If yes, then go to system restore and go to a point in time you knew it worked. Hit restore and then follow the instructions. Good luck!
