We're both foreigners and we're also both living here in china. Help!

You must each get a "certificate of no impediments" from your register of birth marriages and deaths of your home country. This must be translated into Chinese and then presented to the Chinese Embassy/Consulate in your home country. This is then verified by the Chinese embassy and then it can be sent to you here in China.
The next thing you do is go to register your marriage here in China. This requires both of you have a medical examination which can be quite "uncomfortable" for the guys. Once you've filled out your paperwork and medicals and provided your certificates of no impediments you should be able to get a marriage certificate.
Alternatively you get married overseas.. Much simpler.

Try rethinking that issue. Then check with the authorities in China to see what the legal requirements are. That's one country you don't want to mess around with, no matter where you're from.
