There is a dial tone on the "regular" phones but the previous call that was conducted on the cordless phone was disconnected on the other end. Then after hitting the 'end' button to turn off the phone, it apparantly didn't get pushed hard enough and was still running for 1 hr.

If I was expecting a call back immediately, would the other party be able to get through?

If you could hear a dial tone on another phone then your line would have rung if a call was made to it.
