I'd recommend E45 cream - helps with dry itchy skin and has no colourings or perfumes that can irritate. This might be worse for you in winter as heating and fires will dry your skin out more. I'd visit the doctor if I was you for a professional opinion - maybe you have an allergy and need some antihistamines. Hope you get it sorted!

Try steaming. Hold a towel over your head over a steaming pot of water. You can add essential oils to the water or even herbs such as lavender or rosemary.
Additionally, the woman who does my facials said I was washing my face too much and suggested I wash with a gentle cleanser only at night to remove cosmetics and daily grime. Then put on a good moisturizer. In the morning, just rinse off the moisturizer with tepid water, apply more moisturizer and put on your make up. It has really helped a lot.

I would recommend exfoliating with a gentle scrub and using a good face cleanser and moisturizer morning and night. Make sure you aren't using lotions that have mineral oil in them. If you need a quick fix, believe it or not, extra virgin olive oil works wonders as a natural mask. Apply a small amount at night on your driest spots. Don't slather it on or you'll have messy pillow cases and might clog some pores.
