Shouldn't an open container violation carry a stiffer fine than an expired plates one? OSP picked the guy up. The local sherrif told him to show up early and receptionist would fix him up.

It depends on the needs of the state to prevent on or the other. Also an expired plate means the state hasn't gotten it's money to pay for troopers, judges, and up-keep of the transit system. If open container's where to make up a larger number of violations then the fee would be raised to help deter people from violating it. There's a lot more people not paying for their plate tags in your state then being arrested for open container violations is my guess.
