The car belong to my mom, and the insurance has only her name for basic liability.
If my dad drive the car, is he coverd?

Yes. Insurance policies define insureds as you, (which in this case is your mom), your spouse, and resident relatives. So yes, he's covered.If there are extreme circumstances such as their divorce and no longer cohabitating, he may not be considered an insured with something like that. Otherwise, yes.
