First, you remove the reasons for desent.
You FLOOD Iraq with food, shelter water, MONEY and JOBS.
The insurgents are signing up for a better life, so give them a better life than the manipulative insurgents can give them.
Look at the history of ALL wars and it is the downtrodden against POOR and ABUSIVE Ledership in government. They have just signed up becauase they have been manipulated to BELEIVE that they will have a better life if they do!
The Middle East is basically CORRUPT as a culture with BRIBES just being natural. Remove the corrupt officials without prejudice and create a job market so the citizens can make a fair and reasonable living without FEAR.
I dare say that if an Iraqi man could provide for his family and see growth then he wouldn't be so quick to set an IED on some road.
The SOLUTION is offering OPPORTUNITY for GROWTH that they have NEVER seen before.
The people of knowledge are MANIPULATING the ignorant peasants for their OWN USE.
On a much smaller scale it happens in the US with the "tent preachers". They offer healing and a FAST solution to those that have nothing. They collect the dollars and are gone before the poor people realise that they have been scammed once again.
YES, send additional troops to GUARD construction projects that employ locals, pay them a good wage with health care and their motivation for terrorism will vanish. Open schools that accept EVERONE and hire LOCAL teachers.
ANYBODY that gets in the way will just be blown AWAY or HANGED as an example to the rest.
Fanatics dwell on those less fortunate and if that goes away then their followers will vanish in the night.

I'm afraid that it's too late to stabilize Iraq now. It shouldn't have been invaded in the first place. Whether U.S. troops will be pulled-out or another 20,000 more troops added, the sectarian civil war will go on. It's only a matter of delaying a situation that will inevetably happen.
It's the same situation as in Vietnam. The withdawal of U.S. troops in Vietnam made the course of events to happen sooner (North Vietnam taking over South Vietnam). The war would have gone far longer had the U.S. troops stayed there, resulting in more combat/ civilian casualties and destruction.

I would withdraw the troops and let the Iraq people sort it out themselves, all we are there for anyhow now is to try and save the legacy of the president that put us in the war anyhow, to say that you can win a war on terror is simply foolish thinking if it was a country or a person instead of an attitude by a group of people maybe you could win since it is not a certainty it can not be

To stabilize Iraq I would set up a dictatorship. A dictator would destroy all the insurgents. This dictator's son would then become a monarch. This new monarchy would eventually form into a constitutional monarchy. Leaving the king/queen as a figure of inspiration.

The problem with stabalizing Iraq is that, no matter what we do, it won't stabilize for years. The U.S. government took 11 years to become stable. France took about 169 years to become fully stable. No matter what the U.S. does, it will still take several more years, if not several decades. It might even help speed the process if we leave.

I would either
1) withdraw all troops to hasten the resolution of their civil war.
(stop the US fighting for a side). I would keep the troops nearby to prevent others from interfering.
or
2) I would reinstate the draft. Raise taxes in the US to pay the bills. Draft 500,000 more troops. Send them to Iraq. Destroy the insurgency. Keep 300,000 troops there for the next 4 years until I have rooted out every last cache of weapons. Then slowly withdraw. I would be brutal, but fair.

this is no easy question... i think one of the things you would have to do is go back through out history and look at what nation's best occupied territories. i can give two porminent answers 1) roman empire 2) british empire (both at the height of there power) the problem with it is they occupied using force.
1) instiute martial law over troubled area install military goveners setup curfews from dark till dawn. (use American military goveners as i dont trust the iraqis as far as a 6 year old girl could throw em)
2) imbed american NCOs (as well as officers) into the Iraqi army they will maintain controll over the units. Train the soldiers to be more like the hard charging american soldats ;) teach iraqi noncoms as well as officers how to be leaders as you do this.
3) make sure the IA can fight. they run more then anyone ive seen (thats if there not shooting at you) deal with cowardice harshly.
4) start to rebuild econmic facilites stabilise and guard economic targets. hold them at all costs.
5) dont let your soldats run from fire fights. this annoys me the most im in an infantry unit and ive seen my share of the fighting (samara - OIF2, Baghdad - currently) and when units or convoys run from fights and dont stand there and give as they take from SAF (small arms fire) well it makes the army look bad and they think were push overs.
6) end coruption in the IA IP and iraqi goverment (i know how to do that one way but the american goverment would never do it) its a draconian method if they do it shoot them
7) close the border... (not realistic) stop the Iran/Syrian support from coming in
8) educate the population (have to start with the kids) teach them to read write... think (belive it or not americans are conditioned to think as much as any other nation/people)
9) disband the Militas (we stated in 04 we needed to do this to insure stability it hasnt been done yet. now theres an army of these men running around)
10) i hate to say it... end secriteran violence- Soldiers arent cops but it has to be done give the people a safe enviorment so they know the goverment works and can protect them

I would divide Iraq up into three states. One for the Kurds, one for the Sunnis, and one for the Shia. Come up with a plan to equally divide up the resources amoung the three.

Begin a propaganda campaign in the country to strengthen they're nationalism and give the three ethnic factions something to agree upon. Id pin they're problems on the insurgents and rebels to the new government so they would support us more. With more public support for the coalition it would be harder for radicals to oppose the Iraqi government and us.
